Jonathan Caulkins, Ph.D., Heinz School of Public Policy at Carnegie Mellon University (and RAND Drug Policy Research Center), specializes in systems analysis of social policy problems, with a focus on issues pertaining to drugs, crime, and violence. He received a B.S. and M.S. in Systems Science from Washington University, an S.M. in Electrical Engineering and Computer Science and Ph.D. in Operations Research, both from M.I.T. Robert MacCoun, Ph.D., University of California at Berkeley (and RAND Drug Policy Research Center), Goldman School of Public Policy and Boalt Hall School of Law, studies legal decision-making and the social control of risky conduct. He received his Ph.D. in Psychology from Michigan State University in 1984. From 1986-1993 he was a behavioral scientist at RAND. He is the author (with Peter Reuter) of Drug War Heresies: Learning from Other Vices, Times, and Places (Cambridge, 2001). LIMITED RATIONALITY AND THE LIMITS OF SUPPLY REDUCTION
